This internal memorandum from the U.S. Department of Justice shows the "the huge scope of Title VI's protections and enforcement afforded 'race, color, and national origin' in a coordinated government effort to root out discrimination in America," as one activist put it. Why can't these same civil rights be afforded to LGBT Americans ?
